[Custom threshold] Include all the count aggregation filters as disabled filter in view in app URL

🍒 Summary

In the previous ticket (https://github.com/elastic/kibana/issues/171613), we prefilled the data view, time range, and filters (optional and only one aggregation) In this ticket, we want to change this logic to include filters related to all document count aggregation as disabled filters when moving to discover.

Passing filters might not be supported with the current locator used in view in app URL. Verified: It is possible to pass filters as well.

🎯 Acceptance Criteria

• Add all the count aggregation filters as disabled filters to the view in app URL
  • In the action variables
  • In the alert table and flyout
