[SLO] Generate an SLO from a saved search within the Discover app

🍒 Summary

SREs use Discover a lot, so we could support generating an SLO from saved search directly from the Discover app. In the Open search flyout, we could add an Actions column with the option Create SLO, which would redirect to the SLO create form with the appropriate fields pre-filled accordingly.

✔️ Acceptance criteria

• Add an Actions column in the Open search flyout with the option Create SLO
• Clicking on the Create SLO option will open the slo create form with following fields prefilled:
  • data view
  • good query
  • total query
  • filter
  • timestamp field

@maciejforcone I would love to hear your ideas on that! Do you have a better UI experience in mind regarding how we could link from a saved search to the SLO creation form? Does an Actions column sound good to you?
