API enhancements

[ ] Evaluate feasibility of exposing the single steps of the state machine as public endpoints. This should be based on telemetry, more frequent failures and SDHs

@criamico - To be clear, the goal of this issue is to create API endpoints to run each step of the step machine as a distinct API endpoint, correct? Is there anything left to define here, or is this ready to work on?
