[Alerting rule] Add the "clone rule" action to actions when viewing alert #175687

Describe the feature:

In the table view it is possible to clone a rule. It would be nice to also be able to do this when viewing a rule.

Action menu in /app/management/insightsAndAlerting/triggersActions/rule/<id>

Describe a specific use case for the feature: Avoiding needing to go back to the table, finding the rule etc.
