[Cloud Security] Handle all rules disabled state

Summary:

As part of the benchmark enhancements epic, we need to add handling for a new state that occurs when all rules that generate findings are disabled. This state results in our app not recognizing that findings exist, although they are, but in a muted state. The task involves updating our dashboard, rule counters, and findings page to accommodate this new state.

Definition of Done:

• [ ] Sync with product regarding final implementation details and designs, a thought out flow will be best
• [ ] Update the dashboard, rule counters, and findings page to reflect the muted findings in this state
