Describe the feature: Customer operates the Elastic platform in an air-gapped environment which lack enterprise. Therefore this environment lacks the ability to leverage the options within the alert actions such as sending emails, creating an incident ticket, sending messages to messaging platform and utilizing the webhook. Users spend a lot time navigating the Kibana interface, and would like to have a feature when an alert is triggered the user can be notified via a pop-up or an attention grabbing action, regardless their current location within the kibana interface. i.e Discover, dashboard, map etc.

Describe a specific use case for the feature: User is leveraging Kibana alerting framework, and spend a lot of time navigating the interface during their course of work (Discover, dashboards, Maps, observability etc.), therefore would like an enhancement where they can be receive UI notifications to get their attention and respond to any triggered alert. This will be similar to "shard failure notifications" customer see today.
