[Fleet]: `Save and apply settings` button is enabled even when the required fields are not filled while adding a new output or agent binary.

Preconditions:

1. 8.13.0 Snapshot kibana cloud environment should be available.

Steps to reproduce:

1. Navigate to the Agents tab > Settings tab.
2. Now, add outputs or agent binary without filling any field.
3. Observe that Save and apply settings button is enabled even when the required fields are not filled while adding a new output or agent binary.

What's Working: Issue is not reproducible when user adds proxy.

Expected Result: Save and apply settings button should be disable when the required fields are not filled while adding a new output or agent binary.
