[ES|QL] [Visualizations] Support of arrow format

Describe the feature:

ES|QL is going to support arrow format. Arrow format can give a significant performance boost to our visualizations making the dashboards more performant.

We need to start investigating what it means for our stack:

• How can we add support in EC? What does it mean for the library?
• How can we add support in Lens ES|QL charts? Do we need to get rid of expressions?
• Can we measure the performance boost?
• What are we gaining on the EC side? Support of more complicated visualizations? Support of more interactive actions

This issue is going to initially track the investigation. We are going to move all our output here. Then we are going to decide next steps and define a strategy. I expect an RFC to be written too.
