[Security Solution] Improve tag and "last response" filtering in the Rules table

We aim to enhance the user experience for filtering rules by tag and status, as our solutions architects and our users currently find the existing process cumbersome. We plan to switch the filtering logic from 'AND' to 'OR', and also make it easier to deselect chosen options.

Some work was done in the draft PR during the innovation week. We can use this as a foundation for our further developments.

The draft PR:

• implements the "OR" logic for tags
• but uses incorrect UI component for tag selection.
• and doesn't implement changes to "Last response" filtering

AC:

• Tag selector uses "OR" logic instead of "AND". Which means a rule should be shown if it has at least one tag from the list of selected tags.
• Tag selector component matches this design: Figma (internal). This or similar component is already used on the Alerts page.
• Selected tags should be shown at the top of the options list
• User should be able to remove any selected tag from the top of the list
• There needs to be a button to remove all the selected tags
• Tag selector should be shown on Rule Management, Prebuilt Rule Installation and Prebuilt Rule Upgrade pages
• "Last response" filter should also use "OR" logic instead of "AND"
• "Last response" filter should allow selecting multiple options
• Tour that communicates the logic changes to the user is added
• A docs issue needs to be created to update the docs, highlight the logic change in release docs and check UI copy.
