Describe the bug: Add to case action should not show with read access in AI Assistant

Kibana/Elasticsearch Stack version

Version: 8.14.0

Browser and Browser OS Version: Firefox for windows OS Version: 124.0.2

Functional Area: Elastic AI Assistant

precondition

• Non super user with below customized role should be available
• All feature to All and Cases to Read

Steps to reproduce

• Login to Kibana with custom user ( check precondition for details)
• Go to Security app and open Elastic AI Assistant
• perform any conversation
• Observer that Add to case action is available with read access to cases feature

Additional Result

• Add to case icon and case creation form is available however case is not able created and appropriate error is showing

Current Result

• Add to case action should not show with read access in AI Assistant

Expected Result

• Add to case action should not show on case with read privileged under AI assistant in first place
