[ML] Trained models page takes a long time to load in some scenarios #180988

In certain deployments, occasionally, the trained models page takes a long time to load. For example, for this deployment Elastic Cloud 8.13.2 on AWS, it takes 30 seconds for the GET trained models API to return results. Some observations:

Issue happens in all spaces
This instance in particular has 800 pipelines and 39 indices
/ml/trained_models/.multilingual-e5-small_linux-x86_64?include=definition_status can take almost 5 seconds to return
