[SLO] Show visual indication when remote cluster fails to get SLOs #181030

🍒 Summary

When I enabled fetching SLOs from remote clusters, I noticed that sometimes I wouldn't get the results from my remote cluster. Refreshing the page would sometimes show me all SLOs, but sometimes only the local ones. This issue is not always reproducible and only when there are too many requests on the remote cluster. But when it is reproducible, it would be confusing to the user without a clear notification, why on page refresh they don't get consistent results.
