[Synthetics] Hide controls in "last 6/12 hours" embeddables on Overview page #181100

Describe the bug:

This is a usability concern. There are controls in place on Exploratory View Embeddable charts by default, and in the case of these charts they are not used or needed. Acceptance criteria is simply to disable the controls.

Steps to reproduce:

  1. Go to observability overview, define monitors if there are none
  2. Hover over the charts in question (pictured below)
  3. See the controls to hide/disable

Expected behavior:

Users see these and naturally assume they can manipulate these charts, which is the natural thing to try to do. The design of this page doesn't include manipulation of these chart ranges however, so we should hide the controls.
