[Connection Details] Add route for own api key permissions

Summary

Partially closes https://github.com/elastic/kibana/issues/181288 and follow up on connection details created in https://github.com/elastic/kibana/pull/180912

This PR creates the endpoint that will return API Keys if a user can manage their own API keys and adds it to the existing routes in the security plugin.

• [x] Create HTTP endpoint that returns if user can manage own API keys. See how it is done here.
• [x] Add the new route to x-pack/plugins/security/server/routes/api_keys.
• [x] Cache the result retrieved from that endpoint. (lodash once)
• [x] Use the result retrieved from that endpoint to provide the hasPermission option in component, it will automatically render the "API keys" appropriately.
