[Embeddable rebuild] Support panel placement strategies #182113

Legacy embeddables defined the panel placement strategies on the embeddable factory. However, in the current embeddable framework we want to keep the embeddable factory interface constrained. So we should introduce a registry where plugins can register their embeddables with a panel placement strategy.
