[Detection Engine][FTR] Adjust FTR alerts tests

Summary

Some alert related tests have been failing in MKI. Upon digging in, this was due to us not having the needed infrastructure for testing roles in MKI - they do pass when run on serverless using snapshots. In order to not further block, I added the @skipInServerlessMKI where applicable and unskipped a suite that seemed to have been skipped do to a system outage, not legit failures.

Ensures all tests in this alerts folder that need to run in MKI are marked
