Add a pop up modal and require extra confirmation when performing destructive operations

Describe the feature:

Currently, destructive actions like updating ILM policy (i.e. adding a deleting phase) or template, etc, not all of them require users' double check or extra confirmation, but can be as easy as one click. It would be great if we add an extra guardrail, i.e. add a pop up modal and require extra confirmation when performing these operations.

Applicable when performing destructive operations.
