[QA][Serverless-observability] Rules section is missing from management but rules main page accessed from connectors

Kibana version: serverless QA observability project(latest main

Browser version: Chrome latest

Original install method (e.g. download page, yum, from source, etc.): from QA

Describe the bug: This is weird one. If user clicks on connectors and rules tab and then navigate to a rule, they can access the rules page in serverless observability project.

But there is no rules panel from either side nav or on management page from settings
