[QA][Serverless-observability] Remove the display of small view errored actions panel after user clicks on view action errors and Errored actions panel gets displayed #183103

Kibana version: QA serverless main observability project

Browser version: chrome latest

Original install method (e.g. download page, yum, from source, etc.): from QA

Describe the bug: When user clicks on "View errored actions" ,Kibana opens the Errored actions panel which is a nice display of whats gone wrong but still displays the small "view errored actions" panel with rule name. Can we please remove the display of this when user clicks on "actions"?
