Fleet UI 8.14.0 BC1 presents 8.13.2 agent version in k8s manifest #183309

Steps to Reproduce:
- Create a cloud deployment using version 8.14.0 on CFT prod region (Los Angeles)
- Navigate to Fleet UI and create a new policy
- Add k8s integration to the policy
- Try to add managed agents to the policy, in the Kubernetes tab we are presented with a kubernetes manifest that specifies elastic-agent version 8.13.2 where 8.14.0 was expected.

@kpollich it seems to be coming from https://github.com/elastic/kibana/blob/adc946a20238337d2972ad5bd2e7b5c0520f3526/x-pack/plugins/fleet/server/routes/agent_policy/handlers.ts#L349C7-L350C88

Is it a real issue or is it because we don't have 8.14 released yet?

We touched this code in https://github.com/elastic/kibana/pull/179662.

I would expect this will not be an issue when the actual version releases. Perhaps we could add some kind of flag to allow for snapshot versions in these checks, but we don't have anything like that today.
