Index / ingest pipeline management: Link to dataset quality page

When looking at an index template, a component template, a data stream, an index or an ingest pipeline, there should be an easy way to navigate to the dataset quality page:

• If the object can be associated with a specific dataset and namespace (like an index or data stream), deep-link into the relevant flyout
• If the object is only specifying the dataset, but not the namespace (like an index template, a component template or an ingest pipeline), link to the overview dataset quality page with a filter for the dataset pre-set
