[Alert details page] [Latency threshold] Add threshold breached component #184402

As discussed with @maciejforcone, we would like to add "Threshold breached" component (before "Latency" chart) in Latency threshold alert details page similar to other alert details page. Once it is added, we can remove "Actual value" and "Expected value" from the alert summary fields.
