[Discover] Extend logs data source context resolution by observability logs settings #184670

Blocked on https://github.com/elastic/logs-dev/issues/138.

Once the central logs setting described in https://github.com/elastic/kibana/issues/184079 is introduced, it should be leveraged by Discover to switch to logs mode if the index pattern matches the specified setting.

@flash1293 Since logs are a wide concept and we want to provide a curated experience in vanilla Discover and use it with the AI Assistant, I wonder if this setting should be scoped globally to Kibana and not be only an Observability thing.
