[DOCS] Add troubleshooting details for `Elastic did not load properly` #184752

In Dev, the following message appears when accessing the server without the basepath proxy before the bundles are recompiled:

In production, this message can appear from customer infra. For example, an internal customer proxy blocks the assets the loading.

There is discussion to improve the UI of the message. This would be a perfect candidate for improved Kibana troubleshooting docs.
