[ML] Updates UI FTR tests to not run with operator privilege #184904

Relates to: https://github.com/elastic/kibana/issues/184135

The test located in x-pack/test_serverless/functional/test_suites/security/ml should be updated.

Details and examples of how to do that are in the serverless test readme: main/x-pack/test_serverless/README.md#roles-based-testing

@MadameSheema apologies we haven't managed to get this done yet. This week is ON week in AppEx so the work will slip into the start of July.

@qn895 would you be able to look at this next week?
