[Fleet] Backfill existing Fleet-managed tags with `managed: true` #186191

This is a followup to https://github.com/elastic/kibana/issues/176924.

New Fleet-managed tags are marked with managed: true in https://github.com/elastic/kibana/pull/185972.

As highlighted in the original issue's conversation, updating existing tags is more involved and may require work from the Kibana Core team. Depending on that, it should be determined whether backfilling existing tags can be done immediately or should be considered blocked until updating the managed flag on existing SO objects is supported.
