Kibana version: Main/serverless-observability-qa

Browser version: chrome latest

Browser OS version: OS X

Original install method (e.g. download page, yum, from source, etc.): from staging

Describe the bug: When user is trying to create Index threshold rule from rule management page, the filter input's auto-complete doesn't work.

Also the graph doesn't display?

@bhavyarm The form input is not currently an auto-complete so it makes sense it's not showing suggestions. If you think it makes more sense as an auto-complete field, can you create an enhancement request?
