[Dashboard][Lens] Provide API to collect all generate queries from each panels

Describe the feature:

Starting with the PoC in https://github.com/elastic/kibana/pull/173416 build a solid API to collect all queries from a given dashboard/visualization.

In order to achieve that it is required some basic foundational tasks:

• move most of the required code into common (within Lens or even in a separate module)
  • this means splitting the presentation from the logic part of many modules (i.e. form_based operations)
• export a wrapper function for the service
• expose a new kibana server API endpoint (dashboard only?)

Possible use cases:

• enabler for https://github.com/elastic/kibana/issues/30982
• Integration query analysis useful for ES team & regression testing (see https://github.com/elastic/kibana/issues/178066 )
• Validating integration dashboards https://github.com/elastic/elastic-package/issues/1705
