[Ingest pipelines] Flag processors without "ignore" #186650

Would be nice to be able to flag any processor that does not use ignore_missing, ignore_failure when there is no “global ignore failure” processor config. When you look at e.g. logs-cisco, that has so many processors and one of the renames can fail because ignore_missing is not toggled.
