[Obs Alerting] Update alert details "status bar"

This is the existing portion of the UI I'm referring to as the "status bar" (does this already have a different name? what would be a good name for this area?) Mary: Discussed with @maciejforcone and calling it "status bar" makes sense for now.

This is the mockup for how this is meant to evolve:

The link to the associated rule has moved out of the "source" section (see related issue) and into this section instead

Questions

Where do the "Kibana", "Logs", and "Kubernetes" tags come from? How do they relate to the icons seen in this related issue? Answer: Those are rule + source tags that are added to each alert; we were showing it like this currently:

Acceptance criteria

Move tags and rule links to the status bar
Make sure extra tags are shown in one line (if there are more than 3 tags, the rest will collapse similarly to what we have currently but in the same line).

@mgiota I had a chat with @maciejforcone today, and I updated this ticket accordingly. :)

Shall we move it to ready? Or does it still need refinement?

I think this change is completely independent so I say move it to ready!
