Core Encryption Service RFC #187272

A set of requirements and a detailed design is needed before beginning implementation of a Core encryption service.

A PRD (Product Requirements Document) has already been drafted and is awaiting review. It can be found in the Engineering [Internal] > AppEx - Kibana > Projects > 2024-02 Security in Core docs folder.

Once the PRD is approved and the requirements are known, an RFC should be drafted to detail and vet a design. The bulk re-encryption feature may warrant its own RFC, as it will be the most complicated feature.
