[Infra] Refresh button doesn't always work with absolute dates set in the data picker

Summary

In the asset details not all tabs and components react to the refresh button when the it's set with absolute dates. That's not consistent with the rest of Kibana

The problem was observed in all tabs except for the charts - which are always refreshed

Acceptance criteria

• Tab content is refreshed whenever the refresh button is clicked
