[Observability] Hide Add data link for empty pages #187501

In Observability UIs, we have an "Add data" button in the header. We also very similar button that does the same thing on most empty states for the various apps within the solution. In the case where there's no data and we're already prompting the user to add data in a more prominent place on the page, we should omit the rendering of this button.

APM Services
APM Traces
Inventory
Metrics Explorer
Inventory Hosts
UX Dashboard
Profiling
