Clean up deprecated APIs #187896

Move all deprecated core APIs to a new plugin.

The plugin will be disabled by default by an undocumented config option that will be deprecated from v8.last with a definitive removal date.

This plugin is intended to be temporary and will be disabled as of the following major. All APIs to be removed will carry an additional deprecation warning, with a definitive removal version.

The scope includes relevant KBs to communicate changes with Support.
