Describe the feature:

The layout of UnifiedDataTable's Display Options Popover in Discover shall be redesigned according to the following mockup: Bildschirmfoto 2024-07-11 um 11 28 03

This contains

Reorder the "Sample size" input to be first in the display options popover
The switch to control the visibility of row stripes shall be displayed last

just to be sure to mention, it's blocked by [DataGrid] Ability to rearrange display selector components and/or render custom display selector elastic/eui#7951
