[FIPS] Tests failing due to license checks #188273

Many tests are failing in the FIPS environment due to license changes in https://github.com/elastic/kibana/pull/181187. Example CI run: https://buildkite.com/elastic/kibana-pull-request/builds/221030. Tests will need to be updated to use the trial license unless explicitly requiring a basic license. We may need to add functionality to skip specific tests in the FIPS environment due to licensing.

I added Ops here incase changes are required to CI or the FTR.
