[inspector] Filter by "running" status in "Clusters and shards" tab #188283

Include "running" as status filter option in menu below

Adding loe:large here because as part of adding a running status, we should make the shard status column update live when each shard changes its status.

@ThomThomson the shard status column will update if the user closes and reopens the shard inspector, right?
