[OneDiscover][UnifiedDocViewer] Move pagination and actions to flyout footer #188415

📓 Summary:

This issue contains information architecture suggestions, making use of of the Flyout footer, with the aim to discuss it. The suggestion is to :

  1. Move the pagination to the flyout footer
  2. Move "View single document" + "View surrounding documents" to the footer, relabel documents to events (Note: there could be more actions like this in the future)
