[Alerts] User should be able to unmute a muted alert by clicking on the bell #188781

Kibana version: main/serverless-observability-qa

Browser version: chrome latest

Describe the bug: When user mutes an alert, a very pretty bell appears with a silencer(slash) on it. But we cannot unmute it by clicking on that bell. Could we make that possible for the user? Right now, they have to click on ... and then click on unmute. Thanks Screenshot 2024-07-19 at 3 16 56 PM
