[Dashboard usability] Include dashboard links in the Markdown editor

Problem Users need to include links to other dashboards in their Markdowns in order to facilitate navigation. They want these links to be persistent (i.e., they don't stop working when they copy the dashboard to another space or import it to another environment) and they need to optionally carry over filters, time and KQL queries.

Solution Users should be able to:

• Select a dashboard and include its URL as a link in the Markdown panel
• Define a text for the link (same as the dashboard name by default)
• Optionally carry over filter, query and time (ON by default)
• Open it in a new or the same tab (same by default)
