Kibana version: Serverless-QA observability project

Browser version: chrome latest

Original install method (e.g. download page, yum, from source, etc.): from QA

Describe the bug: Logstash pipelines page displays "enable monitoring.In the kibana.yml file, set xpack.monitoring.enabled and xpack.monitoring.ui.enabled to true." when user doesn't have access to kibana.yml in serverless.
