[Fleet] Add telemetry for package install state machine

Follow up of https://github.com/elastic/kibana/issues/175592.

With 8.14.0 a new state machine functionality to install packages was introduced.

• [ ] Add telemetry and logging for monitoring this new functionality
• [ ] Define the structure for the telemetry data
