[Infra] Anomaly detection setup flow in the Asset Details

Summary

When open navigate the Anomalies tab in the asset details, and there are no jobs created, instead of prompting users to enable it, the tab just shows that there is no data

We want the Anomalies tab to prompt users to setup the anomaly detection jobs.

• When the Anomalies tab is accessed and there are no jobs created, display a card prompting users to set up anomaly detection jobs

• Copy:

  Title: Enable machine learning for hosts Description: Enable anomaly detection using our recommended settings or fine-tune your jobs using the advanced settings.

Card copy remains the same

• Clicking "Enable" should open the existing Anomaly Detection flyout in setup mode.

Implementation hints

• We need to be able to reuse some stuff from the ML flyout so that the anomalies tab can decide if it will show the setup prompt

  • In this case, we want the flyout to skip the jobs existence verification, because the asset details will have already done that.
• The flyout will have to expose an close event so we can refresh the anomaly detection tab, so it can start showing the results (-or if users cancelled the setup, continue to show the prompt)

AC

• Anomalies tab will display the prompt to set up anomalies when there are no jobs.
• Prompt's copy matches the description above
• Click the "Enable" button opens the the Anomaly Detection flyout in the setup step
• After completing the setup and closing the Anomaly Detection flyout, the anomalies tab should refresh, stop showing the setup prompt and try to retrieve data.

Closing this. These changes make the experience better but we're not prioritizing them now.
