[ML] Configure daylight savings time events for anomaly detection jobs #189469

We have added a new customer rule action in https://github.com/elastic/kibana/pull/188710 and https://github.com/elastic/elasticsearch/pull/110974

Now we need to extend the custom rule editor in UI to enable users to configure the new customer rules in Kibana.

I've also seen some tests where custom rule actions were used. Those tests may need an extension as well.
