[Security Solution][Notes] - all remaining tasks to go GA #189879

Description

A lot of work has been implemented in 8.15 to add the new Notes functionality (see https://github.com/elastic/security-team/issues/9605 and https://github.com/elastic/security-team/issues/9375). The functionality was hidden behind a feature flag that was disabled by default.

There are a few things that remain to go GA:

### Tasks
- [ ] use new notes system in Timeline Notes tab 
- [ ] make the limit customizable in an advanced settings
- [ ] fix bug where `Show event in timeline` is shown for timeline only notes (see endpoint.dev)
- [ ] update management page to have a toggle to hide by default the notes that are for an unsaved timeline
