[ResponseOps][Alerting] refresh button on Stack Management / Rule / Alerts panel doesn't update the alerts #190556

I was expecting to see the alerts update, but they don't. Only the top left section seems to update.

I noticed this after leaving the page up for a while, coming back, hitting refresh a bunch of times, and the alerts section said "Updated 20 minutes ago", and never refreshed after repeated mashing of the Refresh button.
