[Uptime] Add messaging about removal #190592

Uptime is deprecated and will be removed in early 2026 (as called out in the release note).

Stronger messaging needs to be added into the Uptime UI to make it clearer that this will be done, potentially being stronger with each stack release as we approach the release that will remove it.

@drewpost to define the requirements of that messaging (look, behaviour and copy).
