Log both failures and successes when using observability:enableInspectEsQueries #190931

Filing from a recent troubleshooting scenario (cc: @dgieselaar).

Currently, enabling observability:enableInspectEsQueries logs the APM search requests. They are also added to the network response but only when successful. It will be helpful to enhance this setting to log both failed and successful requests.
