[ResponseOps][Docs] Update alerting security privilege doc #191013

Update the alerting security doc to specify use of .alerts-* index.

User does not need .alerts-* index read privilege to see rules and alerts in the alerting UX.

They need .alerts-* index read privilege if they want to access those indices directly via Discover, Lens, Dashboards etc.
