[Logs] Error when accessing Anomalies and Categories without ML privileges

Summary

When accessing the Anomaly and Category pages with limited privileges, the problems below happen

Category

While there is an error message, it is not accurate. We could look to give users better instructions

Steps to reproduce

• Create a user with elasticsearch index privileges:
  • indices: logs-*
  • privileges: 'read', 'view_index_metadata'
  • and kibana privileges: Logs
• Navigate to Logs > Anomalies
• Navigate to Logs > Categories
